Landmark 520-Unit Apartment Community Breaks Ground, Launching Westbridge Seven Oaks

Bakersfield, CA – Presidio Capital Partners and Fuller Apartment Homes, in partnership with Bolthouse Properties, proudly announce the groundbreaking of Park Center at Seven Oaks — the largest multifamily development in Kern County’s history, with a total of 520 apartment homes.

Construction on Phase I, comprising 352 units, began on May 27, 2025. Preleasing will start in Spring 2026, and initial occupancy will commence by late Summer 2026. Park Center will be the launch project for Westbridge Seven Oaks, the newest premier master planned community of Seven Oaks by Bolthouse Properties. Located at the southwest corner of White Lane and Allen Road, Westbridge is designed to reflect the values of connection, walkability, and intentional growth.

“Westbridge Seven Oaks will introduce new residential neighborhoods, parks, trails, and thoughtfully integrated amenities that extend the legacy of Seven Oaks while creating a vibrant new destination for generations to come,” noted Tony Leggio, President of Bolthouse Properties.

“We are excited to bring this luxury apartment community to Seven Oaks as it continues to grow,” said Andrew Fuller, President of Fuller Apartment Homes. “We’ve taken great care to design a community that sets a new standard for apartment living in the region. It’s filled with amenities, including a resort-style pool, gym, yoga studio, ultra-fast WiFi across the entire campus, dog park, co-working center, and more.”

Park Center will address the region’s housing shortage, driven by population growth and a lack of new multifamily development over the past four years. The project will enrich the community
with recreational spaces, including the Stephen J. DeBranch Memorial Trail, which will connect to the Kern River trails upon full build-out. The addition of new residents will boost local retail
and services, contribute to ongoing economic development, and assist employers inrecruitment.

“At Bolthouse Properties, we feel privileged to work with high-quality apartment developers like Fuller Apartment Homes. They are integral partners in shaping the character and lifestyle of this
exceptional community. As we continue our growth westward, we look forward to further realizing our vision of ‘Building A Better Community,’” said Bret Nielsen, Chief Operating Officer at Bolthouse Properties.

  • Kern’s largest apartment community planned for SW Bakersfield

Kern’s largest apartment community planned for SW Bakersfield

Construction is set to begin June 2 on the first phase of the largest apartment community in Kern County history, a 520-unit complex at the southwest corner of White Lane and Allen Road.

Debt financing is in place but Santa Barbara-based Fuller Apartment Homes is still looking to raise $8.5 million, which is less than a quarter of the equity investment planned for the $150 million development called Park Center at Seven Oaks.

One-bedroom apartments that will measure 810 square feet at Park Center are planned to rent for about $2,200 per month, while two-bedrooms comprising 1,100 square feet are expected to go for about $2,400, said President Andrew Fuller, whose company has built four other rental upscale communities in Bakersfield.

Proposed at a time when upscale apartments are leading the city’s rents higher despite rising vacancies overall, the project may be most attractive because of its location in an upscale and growing part of southwest Bakersfield where landowner and master planner Bolthouse Properties has drawn developer interest and commercial investment.

“It’s a beautiful apartment community located in a very desirable area of Bakersfield,” said multifamily specialist Marc Thurston with local real estate brokerage ASU Commercial. “Fuller Apartment Homes has a proven track record of building and operating excellent apartment communities. I expect that this property will be tremendously successful.”

The development will be good for Bakersfield, Executive Director Stephen Pelz of the Housing Authority of the County of Kern wrote in an email Friday.

“Besides developing affordable housing, the best way to reduce housing costs is to produce more housing of all types to increase supply,” he wrote.

President Fuller said he is seeing “basically, relative stability” at its other rental units in Bakersfield, with rents rising at about the rate of inflation. He noted this follows a period of turnover he attributed to newcomers from places like Los Angeles who after working from home since the pandemic got “called back to work.”

Playing in Fuller’s favor, he added, are elevated interest rates that have made it more challenging for people to buy homes.

“The apartments are always a really good alternative,” Fuller said.

Park Center is planned to be built in two phases. Phase one is expected to consist of 352 units, the first of which are expected to open in September 2026. Phase two is expected to begin construction late next year. Work has already begun on off-site infrastructure to support the project.

The project will offer recreational spaces including the Stephen J. DeBranch Memorial Trail planned to give residents easy access to the trails following the Kern River.

  • Dino Day at Belcourt Seven Oaks

Dino Day at Belcourt Seven Oaks

Belcourt Seven Oaks residents stepped back in time for an epic “Dino Day Out,” featuring the thrilling Dinosaur Kingdom Entertainment by Kristeena Lindley. With over 25 families in attendance, the event was a roaring success!

Children were captivated by the Fossil Presentation, offering a hands-on glimpse into the fascinating world of fossils and dinosaurs. The excitement didn’t stop there—photographer, April McGill captured unforgettable moments as kids posed with Velociraptor Blue and his prehistoric friends.

Families enjoyed tasty Dino nachos, interactive and educational demonstrations, and ended the day with Dino-themed goodie bags – a perfect way to wrap up an action-packed day of fun and learning!

“Dino Day Out” was more than just an event, it was an experience that brought families together and created lasting memories across the community.

We cannot wait to see what the future holds at Belcourt Seven Oaks!

  • Magdalene Hope Establishes Bakersfield’s First Women’s Drop-In Center

Magdalene Hope Establishes Bakersfield’s First Women’s Drop-In Center

Magdalene Hope is among the five organizations that Bolt of Hope was honored to provide a grant to in late 2024.

Magdalene Hope’s vision is and has always been to bring the hope and unconditional love of Jesus Christ through a personal relationship to individuals working in the commercial sex industry.

Bakersfield, particularly the east side of town, faces challenges with sex trafficking, leaving many women in urgent need of essentials like food, water, clothing, and a safe space where they can rest without the threat of exploitation.

With the grant provided by the Bolthouse Properties, Bolt of Hope team, Magdalene Hope was able to create a women’s drop-in center, a first of its kind in Bakersfield. With the vision of providing a safe place for women in our city as well as Bakersfield’s “red-light district” to rest, charge their phone, eat a meal, shop at our clothing closet, receive prayer, counseling, therapy, and know that they have a way out of their current lifestyle, if this is something that they desire. All services provided by the drop-in center are for free to women and their children.

Magdalene Hope’s expected benefits of the women’s center facility are:

    1. That all women would find freedom physically and spiritually in Christ Jesus.
    2. For women to be empowered and set free and for those women to bring other women to our center.
    3. To eradicate sex trafficking in Bakersfield.

The overall hope is that this new women’s center will be a model for other cities to duplicate what Magdalene Hope has done here to help impact their communities.

  • Bolt of Hope Grant Supports Bakersfield Museum of Art’s Classroom Renovation

Bolt of Hope Grant Supports Bakersfield Museum of Art’s Classroom Renovation

The Bakersfield Museum of Art has been a significant part of Kern County since 1956, inspiring and engaging diverse audiences by providing a broad spectrum of creative visual arts experiences through the exhibition and preservation of fine arts, educational programs, community outreach, and special events.

The museum’s commitment to fostering creativity is reflected in its impactful educational outreach, which currently serves 14,000 students in the Bakersfield City School District and over 3,000 students in other Kern County districts. Additionally, the museum provides valuable programming to local library programs.

Recognizing the growing demand for arts education, the Bakersfield Museum of Art identified a crucial need to improve its classroom spaces. For over 20 years, the museum’s two classrooms have been heavily utilized by students and staff without significant renovations. The existing separation between the two rooms has created challenges in space management and limited opportunities for collaborative learning.

The upcoming renovation, supported by the Bolt of Hope grant, will merge the two classrooms into a larger, multifunctional space featuring a sliding glass door. This innovative design will enable students to rotate between learning centers, improve teaching flexibility, and create an enhanced collaborative environment. The expanded space will also increase the museum’s capacity to accommodate more students and provide centralized storage for art supplies and tools, streamlining educational activities for both staff and participants.

With the support of the Bolt of Hope grant, the Bakersfield Museum of Art anticipates completing the classroom renovation by March 2025, ensuring an enriched learning experience for thousands of students across Kern County.

The partnership between Bolt of Hope and the Bakersfield Museum of Art highlights the power of community-driven initiatives in enhancing educational resources and nurturing the creative talents of future generations. This exciting project stands as a testament to the ongoing dedication of local organizations working together to empower students through the arts.
